2019 Ruck in Richmond Rules

A reminder to all teams, parents, and spectators –

  1. Only rostered players and coaches, referees, medical and tournament staff are allowed in the roped area. Refusal to comply to this rule will result in removal from the tournament.  
  2. Alcoholic beverages & smoking are prohibited at Ruck in Richmond.

Tournament Headquarters

Tournament Headquarters will be located on site at Dorey Park under the orange Richmond Strikers/Nike tent; Tournament Director: Blaze Byrd; 804-439-1410


Team Check-in for the 2019 Ruck in Richmond will be onsite on Saturday one hour before your FIRST scheduled kick-off.

Registration Requirements


  • Two Copies of Official Roster
  • Proof of Grade
  • Individual Player Medical Release Forms


Rosters will be given to the Tournament Director 30 minutes before kick off. The roster will be given to the Match Referee. The referee will decide on number of substitutions. The field marshall will work with the Referee to track substitutions. The referee has the final call.

Roster Sizes

  • High School teams are limited to 30 players identified at Registration.

Game roster will only be 23 and only identified subs will be in the tech zone.

All other players will be in the spectator area.

  • Middle School teams are limited to 30 players identified at Registration

Ball Size

Size 5 – High School

Size 4 – Middle School

Game Duration

High School girls:

22:00 halves, 5 minute half time. Max 90 minutes per day.

Middle School Boys:

20:00 Halves, 10 minute half time. Max 80 minutes per day.


Substitutions shall be allowed by referees at stoppage time. Substitutions shall be allowed by referees at stoppage time.  The number of substitutions are unlimited. 


Teams not at the field ready to play with a minimum of 15 eligible players at the scheduled game time will forfeit the match at the discretion of the tournament director.  Forfeited scores will be counted 15 – 0. Teams forfeiting games will not be able to advance to the playoff rounds.


Inclement Weather

Regardless of weather conditions, coaches and their teams must appear at their respective field site, ready to play as scheduled. Failure to appear will result in forfeiture of the match. Only the Tournament Director(s) may cancel or postpone a match. Referees may suspend a match only in case of severe weather, in his/her discretion. The Tournament Director reserves the right to make the following changes in the event of inclement weather:

  • Relocate and/or reschedule a match.
  • Change a division structure.
  • Reduce scheduled duration of a match.
  • Cancel a match.

In the event of inclement weather, forcing play to be halted and preventing the match from completing during the scheduled time, the score shall stand if at least one-half of the match has been completed.

Player’s Equipment

All players must wear mouthguards.

All World Rugby Regulations.

Rules for Advancement

Teams will be awarded points on the following basis:

4 points for a win.

-2 points for a draw.

-1 “bonus” point for winning while scoring at least 3 more tries than the opponent.

-1 “bonus” point for losing by no more than 8 points

In the event of a tie in points at the end of bracket play; the winner for advancement from Pool Play will be determined as follows:

1.The winner in head to head competition. (If there is a 3 team tie, proceed to the next tie breaker)

  1. Point difference—- Points For – Points Against = Point Difference
  2. Most Trys
  3. Most converted trys
  4. Least trys given
  5. Least converted trys given

7.Coin Toss

Resolving Ties in Semi-Final and Final Match

Pursuant to World Rugby Laws Under 19 Variations Law 5.1, “after a total of 70 minutes playing time, the referee must not allow extra time to be played in the case of a drawn match in a knock-out competition.” Therefore, if tied at full-time during the playoffs, kicks for post will decide the outcome as follows:

  1. Team and kicking order selection:
  2. The team representative will select five players who were on the field of play at the end of that match
  3. The referee will flip a coin – the captain of the higher seeded team will call the coin
  4. Winner of the coin flip to receive choice of goal OR order of kicks; loser of the coin flip decides the other option
  5. Kicking Protocol:
  6. The five selected players will take turns to kick at goal
  7. The order of kicking will alternate by team: Team A Kicker 1, Team B Kicker 1, Team A Kicker 2, Team B Kicker 2, etc.
  8. All kicks will be taken at the same set of posts
  9. Kicks to be taken from any mark at or behind the 22m line (i.e., kicks may not be taken from 0-22m from the end goal)
  10. Kicks may be taken from a kicking tee or as a drop-kick
  11. Each kicker will be allowed attempt one (1) kick
  12. Each kicker will receive one (1) minute to attempt a kick h. In the event of an injury, a player initially nominated to kick, may be replaced however his replacement must be a player who was on the field of play at the end of that match
  13. Scoring
  14. The referee will record three (3) points for each successful kick.
  15. If a kicker exceeds one minute to strike the ball, the referee will not record points for a successful kick.
  16. If a kicker is found to be a player who was not on the field at full time, the referee will not record points for a successful kick.
  17. Tie-breaker Protocol
  18. If still a tie after the set of five (5) kicks, “Sudden Victory” kicks will be taken.
  19. The order of kicking will not change – Team A, Team B, etc.
  20. Additional kicks will be taken alternately by each team until one team has an advantage for the same number of kicks taken, thereby winning the match.
  21. Kicks again to be taken from any mark at or behind the 22m line (i.e., kicks may not be taken from 0-22m from the end goal)
  22. Each team may choose any of the players on the official roster for the match to kick.
  23. Kickers may not repeat.


There will be no protests.  All officiating decisions are final.

Sideline Behavior

Both teams will sit on the same side of the field. Only coaches and trainers may stay on the player’s sideline/technical area and inside the roped area. Spectators are only allowed on the opposite side of the field from the coaches and players and behind the roped area. Harassment of the officials from coaches, spectators or players will not be tolerated.

Cards & Send-offs

Players (Any Age Group)   Cards

  • If a player receives a red card or two yellow cards during a match, that player will sit out the rest of that match and also the remaining games of the tournament.  Players serving Red card suspensions are allowed to sit on the bench during their team’s following game but are not allowed to be in uniform or enter the field. If a player receives three yellow cards, they are removed from the tournament.

Coaches (Any Age Group)

  • A coach or other authorized bench personnel sent off during a match must leave the field immediately upon being sent off and must remain away from the field during the team’s next match.

*The tournament will be played in accordance with World Rugby Laws except as modified by these rules above.


NO alcoholic beverages are allowed in the park or the parking lot of any of the game sites. Your team will be subject to forfeiting 1 game.  Smoking or use of tobacco products on or near the playing fields is prohibited at all times.

Outdoor Grilling is prohibited at all tournament venues.

Tournament Cancellation

If the tournament is cancelled for any reason before the tournament begins and before any matches are played, teams are guaranteed a refund of an amount to be determined by the Executive Committee of the Richmond Strikers once all invoices are paid and final budgets are approved.
